MP for Dunfermline and West Fife Willie Rennie has called for an overhaul of Scottish Enterprise's operating plans.
The Centre for Public Policy for Regions has published a report urging the Scottish Government to rethink its targets in its long-term economic strategy.
It specifically identifies the lack of clarity on the priority for each target. Mr Rennie highlighted the changes made to the Enterprise network as partly to blame for this confusion.
Commenting, Mr Rennie said:
"This report confirms our view that changes to the Enterprise network have created confusion and additional bureaucracy. This report is a condemnation of the lack of clarity at the heart of the Government's approach to the economic downturn.
"It is yet another clear example of the SNP saying one thing and doing quite the opposite. On one hand they say that they want to promote local tourism; yet at the same time they are cutting the funding which would allow them to do so.
"Scottish Enterprise's operating plan needs to be revised urgently. I said at the time that the decision to scrap Scottish Enterprise Fife was bad news for Fife; but now that decision seems even more ludicrous given the uncertainty over the changes to the Enterprise network."
