Liberal Democrat research conducted recently shows that the Winter Fuel Allowance will not pay the average pensioner's fuel bill from the beginning of advent to twelfth night.
The statistics come as Energywatch Scotland launches its "3 and easy" campaign against fuel poverty at the Scottish Parliament.
Commenting, Liberal Democrat MP for Dunfermline and West Fife, Willie Rennie said:
"In this era of high energy prices, fuel poverty is once again a growing problem, particularly for pensioners and severely disabled people. Soaring bills leave the Government's target to eliminate fuel poverty by 2010 in tatters.
"Astronomical heating bills are inevitably going to hit those on low incomes the hardest, and there is now little help from the Chancellor to deal with them.
"For pensioners, the ten year freeze in winter fuel payments is yet more Scrooge-like behaviour from Gordon Brown, who has already made it clear to today's pensioners that many of them will not live to see the earnings link restored to their pensions. It is a scandal that severely disabled people receive no help at all with the extra costs of fuel in winter."
